This proposal includes one community health center, an A-level elderly care center, a C-level elderly care center, and private -run public childcare and childcare centers. As the establishment of the complex could provide promising jobs for young generation, the return of the population is expected.

The design strategy focus on corresponding spatial patterns of elders, and is used as the design basis for the ground floor and building layout.

The service core serves as the hub to connect and separate the public / private programs of the Building, and optimize the floor area allocation with highest efficiency.​
